When To Use Blinds

In the early 90s when I was bedspacing, our room (I had one room mate) had a panel of blinds. It was always closed because the glass window show the view of the outside and since I don’t like them to see through, I prefer it closed.
I remember my mom had blinds at home as well before. The problem is, the house is in a dusty area so the blinds accumulate dust easily and it’s not at all fun to clean dusty blinds even when you have that slat cleaner.
When can you use blinds? When your room/house/office is airconditioned.
